The question is as follows - will someone's rights be violated if a collage frame is made from the pictures found in the search engine, and then used in such a service?

Of course it will be broken. Read, at least, the standard model release, which is signed between the photographer and the model. It says about the use of both the image as a whole and its part.

The user is given a choice of "backgrounds", i.e. from templates. The user uploads his photo and gets the result in the form of his photo inserted into this template.
