What are some good resources for basic learning?
What technologies are currently being used?
Is it too boring process?

I don’t know what ready-made courses can advise you, you have to draw every day, for several hours a day. It is advisable to start with drawing on a sheet, start studying shapes, shadows, learn how to draw contours, shapes.
Those examples that you sent were made on Adobe illustrator.
