Learn more about responsive layout?

Good day to all.
With adaptive layout, you bother with such things as:
- Page Speed (using browser cache, etc.)
- File optimization (connecting / disconnecting the required scripts, pictures, etc. with different extensions, that is, not just everything and don't need to) load with all extensions)

I read about such things in Ethan Marcotte's book: Responsive Web Design.
Or is it all done by someone else (seo, etc. specialists)?

With any layout (not only adaptive), pages should be optimized. And cache and images and minify js, css, etc. Whether in occasion of whether other expert should do it? No, you need to do the best you can. And if the company where you work / will work does not have an SEO specialist? The best teacher is your own experience. That's when it accumulates, such questions will cease to arise

Client optimization is the direct responsibility of the layout designer. Not all Page Speed recommendations can be implemented by the coder on his own, but he must take the initiative and ask colleagues for help: enable gzip on the server, fix htaccess to optimize caching, etc.
