Layout still needs IE11 support in 2019?

Judging by the CanIuse statistics, about 2% of the world's inhabitants use the IE11 browser.
Experienced layout designers, please share your opinion on cross-browser compatibility and IE11 support on freelance sites like FL.RU and in offices for hire)) Are there a lot of technical specifications with IE11 support in 2019? Do you give a damn about css property prefixes in day-to-day home page layout at freelance or in the office?

While we look back at the donkey and do statistics on it, it will appear in the list of still popular browsers. So I try to avoid it by all means possible. In most projects, we have abandoned them completely, except that we have not yet hung up "Go where" for those who come from IE.
But, of course, there are requirements to adjust for it. Basically on impulse. Since the last update, and maybe even earlier, the soft ones themselves are focusing on, they say, try Edge. This browser is better, but it also makes itself felt when debugging.
And in terms of work according to the standards, the most imba now is Ognelis. But they seem to take an active part in the development of the spec, correct me those who are seriously interested in this.
Above is a general picture, and it can be summarized as follows, there is a statement of work, complaints, convey to the customer that it didn’t stick to him, but without foam at the mouth and either do support after the fact or not. But just like that once again I ask you not to open this piece of the browser.
It was rightly noted from above that prefixes are not needed now. Browser = Internet access = auto-updates = the current version of the browser, and if the user unchecks auto-update, this is his conscious choice. And all modern browsers perfectly understand without prefixes. They are required literally in isolated cases. And there I can recommend not to do so. Those. not to do that muck that requires prefixes, in the spirit of changing the design of the scrollbar and other game.

1. Why should layout designers adapt to browsers that are not updated and do not support modern standards? I do not understand this, this is my subjective opinion. 2. It seems to me that there are no people left who use IE in 2019. I think so, if the customer so badly wants him to have IE support, then the owner is the master, you need to do it. In this case, you can install the autoprefixer plugin so as not to prefix prefixes every time. In general, here you need to ask the customer whether he needs it or not.

There are still requests with the support of this browser, if there is a requirement, you should not score on it, then you will rake it, so check and run it with an autoprefector.
