Launcher with a lock screen?

I really want to build my own launcher, with the ability to display both horizontal and vertical views, and animation should also be present. I want to have a lock screen with notifications, and a launcher itself. So in what programming environment can I do this business, and how is it easier to do it? To assemble a ready-made firmware, or can I start with a launcher?) The
question is very important, because it concerns my own project, which I really want to make a reality.
