Laptop choice i5 and 16 RAM or i7 and 8 RAM?

I choose a laptop.. Screen 14" (1920x1080) Full HD, matte / SSD 256 GB / Intel HD Graphics 620
There are 2 modifications: Intel Core
i7-7500U (2.7 - 3.5 GHz) / RAM 8 GB
3.1 GHz) / RAM 16 GB
Advise what to choose? The difference in price is not significant.
I'm a student, I don't really play games.. I work in Photoshop, PHPStorm, etc
..

If you run all this at the same time - more memory.
If you use virtual machines for testing, for example - more memory.
If you are fond of hard multi-layer processing in Photoshop or, say, video is compressed, a processor is better.
In other cases, it doesn't matter.

Do not forget that "overclocking" performance is very dependent on the type of cooling. Indicator "3.5 Ghz" you are unlikely to ever see.
