L2TP Ubuntu - how to limit one login = one connection?

Hello.
I set myself L2TP + IPSec (xl2tpd and openswan). For accounts in /etc/ppp/chap-secrets, an IP from the pool is issued, and logins and passwords are unique. But I noticed that under one login you can run several simultaneous connections.
It is very necessary to make sure that one login = one connection.
I would be very grateful for help.
