The question is the following. There is a need to connect an additional laptop to a working monitor. The question is, but let's say when I switch to a laptop, what happens on the computer at that time: is it perceived there as a lack of activity or turning off the monitor / keyboard / mouse, or is there even some kind of activity?

Depends on KVM.
In most cases, the computer will not understand anything.
