Gathered on decaying. I'll take a tablet for Windows 8. In order not to pay for the Internet in another country, offline maps are needed. Tell me, I've been looking for three days. There were Here maps, but they have lost their Windows program somewhere. I found android and ios versions on the site.

And I would advise you to take ANY navigator.
If you go for a short time - ask around friends about borrowing.
If you're going to rent a car, take a navigator at the same time, it's not that expensive.
And offline maps - well, you can just buy a paper atlas. Even easier and more reliable.
