Kindle versions

I look at Amazon, 2 delivery versions are offered: For International Shipment and US.
How do these versions differ, except for the network adapter (as far as I understand, there is only in the US)?
And how do both of these versions differ from what is sold here in Russia?

They are no different, as far as I know. Initially, there were only 2 versions (Wi-Fi and 3G) that were supplied to everyone. In the kit, regardless of the country of destination, there was an American-style plug. Then, apparently due to complaints, the plug was completely excluded from the kit, leaving only for the Americans, thus getting For International Shipment and US.
Those sold in Russia are no different. I have used both versions, there is no difference. However, both one version and another can be sold. The point is the seller and the channels through which he receives the readers. For example, I have a version with an American adapter included. Then there were no others. Then they began to deliver to us without adapters. But there was a period, before the new year, when ordering a non-US version was problematic, then the US version was ordered to an address in Shipito and sent here.

I immediately managed to google that the American version comes with a built-in AT&T SIM card, and the international one comes with Vodafone.
It seems like they have differences in frequencies, but here I can confuse, maybe there is no difference.
