Those. The event is not delegated from the window manager (in this case, Unity) to applications:
for example, Ctrl + Shift + I or Ctrl + Shitf + Tab when changing layouts to Ctrl + Shift.
Checked through xev - there is an event - but it is not transferred to the application.
When changing the layout change combination, the problem remains (but with other combinations, respectively) - the released Ctrl+Shift+{any other key} starts working.
The problem arose after the next update (from Ubuntu 13.04 to 13.10)
, did anyone encounter something similar and how can this be solved? (except for the rollback to 13.04)

Ubuntu 13.10 broke modifier key switching. Set up switching layouts about Ctrl + Space and everything will work.
