Exim4 + Debian Lenny = me?p?p?me?me? with setting?

Hello everyone, help me figure out how to set up the encoding when sending emails!
Here's what I'm sending: mail('[email protected]', 'My Subject is my message', $message);
Here is a line from the header of an incoming letter: Subject: My Subject РјРѕ сообщеРРЅРёРµ
and here is what comes in: Subject: My Subject

it will be CP1251 → UTF-8

Maybe you need to look in your mail client?
You send in the encoding in which you have the .php file, and the mail client opens in some of its default encoding, if it is not explicitly specified in the letter.
