Kerio winroute 6.7.1 how to prevent unauthorized users from accessing the Internet?

Everyone accesses the Internet, both authorized users and non-authorized ones. We need to close this shop. I tried in the traffic policy, it does not work. Please advise

Remove "Trusted / Local" in the "lan=>wan" rule
