Kaspersky Anti-Virus won't start?

A friend needs help.
None of the programs and services of Kaspersky Total 17 license starts. The service does not start, writes no file, but does not write which one. The program itself starts, literally 0.1 second blinks and goes out, the process itself appears in the dispatcher, and is immediately killed. What I can't understand. Already checked all services and processes, like there are no viruses, maybe the file you need is encrypted ???
