Kali Linux sees Windows files on a USB flash drive, and does not allow me to partition the USB flash drive for Persistance mod, what should I do?

I installed Kali Linux on a flash drive, it even runs. Then I wanted to make a place to save files, so that later I can go into the Persistance mod.
When I scan with fdisk -l in Kali, I can also see the hard drives of the computer.
If you run Gparted, then the flash drive shows 7.55 GB (although it only has 8 GB, 3 of which should be occupied by Kali), and he sees the flash drive in iso9690 format.
I tried several times to overwrite the USB drive, nothing changed.

Because he sees the flash drive as a DVD, such a program.
Try installing it on a flash drive using Unetbootin.

Because Kali is a distribution kit for admins and security people, and not for those who believe that with the installation of Kali it will automatically break the neighbor's wifi.
Not Persistance mod, but Persistence mode.
If you are using English, then use English. If you use the "English-Russian" surzhik (which is quite common among administrators and security guards), then use it. To mix them together is to get a completely untranslatable and incomprehensible mess.
