"Jumping" the voltage on the usb port, is it possible?

On the PC one day USB was denied.
In device manager "Device handle request failed".
After removing the overvoltage, the front usb and 3 out of 4 usb earned.
1 usb on the rear panel did not start, does not respond to peripherals, does not detect, and does not even supply power.
There is voltage on the usb, but it constantly jumps.
What can be wrong?

Yes, this is possible. The USB port is a popular thing, and in the end, from the immoderate activity of users, its contacts can be soldered off, or even the entire connector breaks out. For the same reason, the front plugs are less reliable than the rear ones. In addition, many mothers have jumpers that allow you to power this particular connector either from the common +5 or from the duty room - these jumpers can also be a source of trouble.
The "Device Descriptor Request Failed" diagnostic occurs when one of the D- or D+ signal lines is broken.
And the last remark - you formulated your question inaccurately, and we are not telepaths. This opens the way for speculation. Say, do all the plugs behave the same, or is there a difference? "Voltage jumps" - by how much, from what to what value? Well, etc.
