Jumping frequency?

i7 9700kf, in the control panel set the power supply scheme to the maximum ( 60fae95489c41583640528.png)
In cpu-z, when idle, the frequency jumps from 4.6 GHz to 4.9 set by turbo boost.

Well, everything is logical, speedstep no longer works, because the frequency does not drop, and turbo boost is not turned off, therefore it sometimes jumps into overclock.
What is the purpose of that? To win back imaginary percentages of productivity?

so what is the temperature? an unstable frequency may indicate a bad motherboard, or a bad power supply, overheating may occur and throttling is triggered
