JPGcrush + Perl

Good afternoon!
There is a rather interesting project called jpgcrush , the essence of which is that it can optimize JPEG without quality loss . For optimization, it uses the jpegtran application (jpegtran can also optimize JPEG without quality loss, and jpgcrush is a kind of jpegtran add-on). Unfortunately, I was never able to get jpgcrush to work.

I enter the following into the command line:

perl jpgcrush logo.jpg

And it gives me: file this comes out jpegtran, and jpegrescan goes along with jpgcrush. I wanted to ask how to make jpgcrush start seeing jpegtran and jpegrescan? Windows operating system.

"file" не является внутренней или внешней
командой, исполняемой программой или пакетным файлом.
logo.jpg might not be a jpeg:
[0/1 0.00%] logo.jpg "jpegrescan" не является внутренней или внешней
командой, исполняемой программой или пакетным файлом.
[0/1 0.00%]

@VBart

"file this comes out jpegtran,"
file is a utility on *nix like systems. The script is apparently not designed to run on Windows.
