I automatically load the title into all meta tags, and if I write a description and keywords in the admin panel, then the title value will be displayed first and, separated by a comma, what I registered. How to remove this automatic substitution? Thank you.

Most likely it's some third-party SEO plugin. Look carefully at the list of plugins in Extensions → Plugins. Pay attention to the presence of the word SEO or SEF (but it may not be) in the plugin name.
