Job Success Score does not allow you to respond to a new order?

Hello newbie on upwork.
Recently signed up and took my first order a day later.
Completed it (the customer is satisfied) left a good review. I'll attach a screenshot.
But now I can’t respond to another order, where there is a condition Job Success Score: At least 90%
What should I do? Why could my jss render below 90%?

You don't have JSS yet, it will appear only after 4-5 completed jobs.
How is it shown? What exactly can't you do? File a Proposal?
