Jira Service Desk. Where to store the history of access rights so that it is easy to select them later?

Hello.
Surely, in many companies, they are faced with such a process:
Employees at different times are given certain rights (for example, to folders on the file system), equipment (for example, a laptop, a fixed phone, a mobile phone) and anything else (for example, a mobile number, access card, printing, etc.). Ideally, all this (issuance) goes through the ticket system (in our case, Jira SD).
The next task: In case an employee leaves the company (changes position, department, rotation), how can you see everything that was given to him for the entire time of his work, so that each department (IT, HR, IS, Admin .. .) it was easier to carry out the acceptance process.
I guess most of this can be done through Jira Insight, but maybe you'll have better ideas or could share your experience.

The simplest solution:
1. To store pieces of iron in an insight, appointing the person as the owner
2. To issue accesses through groups in LDAP.
You fire a person - you unloaded all the pieces of iron using a simple IQL, blocked your account in AD, deleting all groups. And there is no need to keep a history of access rights.
