It takes a long time to get SSH up on Debian 10, why?

To begin with, I will say right away that there is NO such problem on Debian 9.
After switching to Debian 10, SSH began to rise for a long time. It was impossible to connect for about 2-3 minutes. At the same time, the service works, there can be no problems with the network settings, it pings almost immediately after the reboot.
Static is everywhere. IP connections.
All settings (network and SSH config) of deb9 and deb10 are exactly the same.
This problem is absolutely on all servers exactly! with Debian 10

Most likely raising the network.
I had this problem with the transition from ubuntu 16 to 18

What is the system on? I would suggest a lack of entropy, usually typical on a virtual machine: https://wiki.debian.org/BoottimeEntropyStarvation
