The set of software depends on the specifics of the business. And the size of the infrastructure depends on the need for it. Many of the things you listed may not be. For example, in a small business, the entire infrastructure may consist of a director's laptop with 3G and a printer, and software from an MS office and a bank client. The rest of the employees are not supposed to have a computer by the nature of their activity.
All your points are decided on the basis of specific tasks and financial capabilities of the enterprise. There is no universal solution.
