Issuing SSL certificates in windows?

To facilitate the workflow between us and counterparties, it was decided to use EDS.
X.509
It is necessary to create a certificate for all peers.
What are we referring to:

And how to generate it in windows? (maybe some software, don't download openssl-server)?
I tritely need to sign pdf and word and excel files, (integration with diadocs and so on is not included here)

Certification is carried out in three stages. First, a secret key is created. Why a request to the certification authority. The certificate authority signs your request and a certificate is obtained.
If you want to sign certificates on your own, then you first need to create your own certification authority. All this can be done with opensl. Or with the help of its paid analogues
