Issues with gtalk

Please tell me what kind of disease and how to cure.

Users are not spontaneously added to the GTalk address book. And it's not about them - they sit at neighboring tables, experimented dozens of times on everything. Some have been added, and some I stubbornly do not see.

TP Google is silent, although it sent several messages within two months.
