Isolate facial features from a photo?

Hello. I'm trying to figure out with image recognition systems to solve one mental problem.
not enough knowledge, the answer to my question can direct me to the right path.
Is there a non-pre/learning system that can uniquely identify N features on a face in a photograph that will uniquely identify a person? something in the spirit of invariant moments?
If to rephrase, exactly how the md5 of the password is stored in the database, I hypothetically roughly speaking want to store the md5 of the face / fingerprint.
as for example, you can encrypt the color of the eyes, the color of the hair, the width of the forehead and the length of the nose in 4-2-0-15-3, but obviously if I manually select the features, then collisions will not take long. There are at least two people in the world with exactly these characteristics.
the first three signs and with an accuracy of 99.9 percent today I am sure the accuracy of recognition.

I was asked as an expert, but so far I do not have enough experience.
For now, I can advise you to look at an overview of all neurons in the playlist "Deep Learning on the fingers"
