It's a plus in some way. For example, when applying for a job, in a blog you can see what a person faced and what his decisions were to overcome difficulties. At the very least, the blogger becomes less of a "black horse" but more of "I know this person can do my job."
For example, @afiskon runs eax.me -- at least ask him.

Learning web technologies in general and programming languages ​​in particular is similar to learning a regular foreign language: you need vocabularies (keywords and their meanings), syntax, morphology, idioms (set expressions in a language), phraseological units (typical solutions) and much more.
Need links to materials to read. Yes, if you don’t write it down in “sclerosis”, you won’t read it. Yes, there are bookmarks in browsers, but you cannot write your own personal annotation or insert your own illustration to the bookmarks.
We need a place to publish conclusions on what has been read. After getting acquainted with the new material, you need to wring out the water and the lyrics, draw up brief conclusions. Without conclusions, learning is much less effective. Here's an example: in Tom DeMarco's book "Deadline. A novel about project management” on page 43 , the author himself draws conclusions - which the authors do very rarely, but on Habré I also found personal conclusions - very briefly and to the point. It has also become popular to make a mindmap based on what you read, here again on Deadline .
You need a place to publish the bicycles you invent. Even if there is a gist for pages or github for projects, you need to keep a registry of these pages and projects somewhere. The line "very much I know Java" in the resume is not equivalent to a blog entry where a link is published to your solution to an interesting problem, even if you actually "communized" it. At least I found where to "share".
Of course, you can litter your profile on the social network with your publications, but friends may not be happy, especially those who are far from information technology :(

Simply not worth it. To blog, you need good motivation, because writing in general is quite a lot of work for many. And what is the purpose? What do you want to say in your blog? If you define a goal, it will become easier to analyze whether you need a blog or not.
