storm parses and highlights only one line with a mention of todo , but nothing prevents you from writing something like

/*
todo bla
bla-bla
bla-bla-bla
*/

in short: there is no multi-line tudu in the idea, although there are various kinds of crutches.
and even request such a feature.
but, given the speed of the jetbrain's response to not particularly critical requests, there is no need to wait too long.
