If Time New Roman suits the style of your design, feel free to use it! You will only win. It is one of the most popular fonts in the world and is supported by all operating systems. You won't have to fiddle with plug-in fonts and your site will work quickly and predictably.
As Lorri rightly said, any font is allowed. The main thing is that it should be in the same style as your design / company style.

There is a convention that serif fonts are better for print and sans serif fonts for the web. Therefore, times new romance can be found, to put it mildly, not often.

Anything that looks harmonious is allowed. Somewhere even the notorious Comic Sans may be appropriate))
