Is this an ISP mitm attack?

VK groups are blocked in Kazakhstan. I'm interested how? After all, I am connected via https, which means that it is not possible to change the page. Then why can I visit blocked VK groups through Tor, but not through a regular Internet?

But in this particular case, I believe, everything is simpler:
From the Kazakh something of supervision in Vkontakte comes a requirement to block a certain group on the territory of the Republic of Kazakhstan.
Vkontakte does not want to quarrel with the Kazakhs over such a petty issue, and somewhere in the depths of the Vkontakte settings, this group is labeled "If GeoIP shows that the user has logged in from a Kazakh ip-address, do not show the group to him."
Through Tor, everything works because in this case, Vkontakte will see the IP address of abstract Zimbabwe, and no such requests came from Zimbabwe.
