Is this a MS Visual Studio 2019 bug or am I not awake?

I want to build an application for x64
I go to Configuration Properties and
check:

Configuration manager window

then I change it to Release x64 , click Build, I notice that it builds under x32, I cancel it,
I go to Configuration Properties

Configuration manager window

and some bullshit. How is that?

ps restarted. one solution collects. the second with the same garbage. randomly. sometimes it collects sometimes it doesn't
