Is there VPS hosting outside the data center?

I have a VPS with software that constantly receives data from one service. This service seems to have introduced some kind of protection and is blocking my access. Empirically, it was possible to understand that blocking occurs by ip addresses.

Because any VPS server is located in some data center, then it falls into the ip range of the data center (hosting) and the service blocks them all, it is possible that it takes data from

iplists.firehol.org of this service and did not get blacklisted?
