Is there such an opportunity in Yandex.Metrica or Google Analytics?

It is clear that it is possible to set goals and as a result, the percentage for ALL traffic of users who clicked on the button or something like that will be shown.

Is it possible to show statistics on the achievement of goals based not on all traffic, but on users who went to the site via a specific link, for example, site.com/param1=value1 and for site.com/param1=value2 . That is, for users with value1 and value2, you need separate statistics on achieving goals. Maybe another service to solve this problem is suitable?

I think you want to reinvent UTM tags. With the help of tags, you mark up individual sources and see separate statistics on them in reports.
If you don’t want to use standard tools at all, then use, for example, the Yandex.Metrica report - Standard reports - Contents - Entry pages, where select the desired goal.
