Please tell me how the Users indicator is formed. Why is the number of users greater than the number of new users. For example, the user visited the site once. There will be one new and just one user, if he returns to the site, then the indicators will remain the same. According to the logic, it turns out that there should be the same number of new users and users. But alas, reports show otherwise.

You can regard such a report as
"In total for the period there were 100 unique users on the site and 30 of them were new - they visited the site for the first time in this period"
So the remaining 70 were already once on your site
