In 1.5 years I will graduate from college I am fond of web programming. The question is whether there is such a university where only web technologies are studied?

The essence of any university is to give you a base of mathematics, a base of logic, a base of computer science and an A4 paper with grades.
Web programming is too broad a concept, and a dynamically developing area. Since Russian universities are directly dependent on the Department of Education and are accredited, there will be no base that will be useful to you at work.
The way out is to study as a techie at any university that has enough brains, and during your studies, devote time to self-education.
The best thing is to go to a university where there is an emphasis on matan.

No. Just by definition. Unless, of course, we mean a real university, and not what is now often (and incorrectly) called a university or academy.
The university should provide fundamental education.
