You can write anything. In general, whatever comes to your mind, then you can write (if you understand the program algorithm.)
The bot can and will work, but this is how the VK will contact these streams. May require a captcha. And then it will be problematic.
On account of the cost. I don't think it's expensive. Watch who you ask. You can find a person who will be ready to make this bot for 5k and this price will be the value of this bot (my opinion)
