Is there something like Active Directory for Windows 10? Without Windows server.

There are "alternative implementations" of AD - paid and free.
Free:
- Samba - the same AD, only free, and with jambs. Full support for AD is not worth waiting for, the basic things will work - and that will be good. No GUI administration panels, unless the windows ones work.
- FreeIPA - an alternative to AD, I never tried to pair with Windows myself
Paid:
- IPA, only paid, from RedHat

It all depends on what kind of functionality is needed.
With the investment of the proper amount of time, any configuration management system can do about the same as AD
