Is it normal to overload power? Constant full load is not planned, but bursts of 10-20 seconds can be. Sometimes there will be a full load for 10-20 minutes, for example, to render a video.

Overclocked 9900k keeps at 5GHz on all cores. The consumption of the cpu package is a little over 200W at full load. I'm almost sure that it will withstand 5.1, but 5.2 and 5.3 are unlikely.
You definitely need a cooler like noctua d15 or good dropsies.
