Is there built-in spam protection for cart bots?

The question is simple - if every second they send useless garbage to my bot in the cart in order to load the processing server, will telegrams limit the sending of such messages to the user after some time? Or do I need to write filtering in the bot myself? Are there any limits on sent messages per minute/hour/day, for example, on the platform?

No.

This. A good example is MissRose_bot. Stops responding in a group / PM if there are sooo many messages flooded in a short time. Although the bot itself continues to work in other chats.
limits

30 messages per second; 20 messages per minute per chat/channel; 30 calls per second to the Bot API. All this is removed by telegram support if you grow up with a huge audience and run into limits
