Is there any Windows solution for generating texts based on neural networks?

There is a narrowly specific textual information, about 50 MB, you need to multiply it every 20-30, albeit with a loss of quality and some degree of meaningfulness.
I want to try neural networks, but absolutely zero in this technology.
