I want to start studying neural networks, please tell me some literature, sites, etc., and where is it better to start

From the book "Creating a Neural Network" by Rashid Tariq.

With what open Google and enter "neural networks".
On the first page we find
- links to several sites just to "where to start", most of them have links to extended materials.
- a link to the training portal - in fact, a tutorial - from statsoft.
- links to video courses - at least four pieces
- links to popular science portals dedicated to ANNs and AI
- a link to tproger.ru/tag/neural-network/, from where in turn - a bunch of links to sites, books, courses etc. on the topic.
And - of course - a link to the Wikipedia article, which has a wonderful "introductory course" on the topic and dozens - if not hundreds - of links to deepen understanding.
On the second page of Google issuance - a dozen more useful links of the same type.
If you don’t even know how to use Google, then maybe you should start by learning this “high art”, and then move on to neural networks?
