Is there any labeling system or something similar for files?

Hello.
The following problem arose: there is a library in which materials / components of one thing can be located in different folders in the form of files with different extensions, mixed with materials / components of other things.
Let's say there is a My Library folder.
It contains folders Runtime, Data, Documents, General etc.
And in each of these folders, some elements / materials of one thing are stored. At least one element will be missing - the thing does not work.
After a while, these folders get littered with elements of other things. They are not stored in separate folders with the names of things, but side by side in the folders listed above, and therefore, further deletion of any particular thing becomes problematic - you simply no longer understand which files belong to which thing. The names are similar and not informative.
Purpose: to unite them in advance with some specific 'label', so that in the future it will be possible to easily and at once remove all elements / materials of one thing and from all folders without affecting others.
Is there a similar software for Windows 7? Does something similar even exist?

The easiest way to do this is by placing a label in the filename. For example, add a suffix or prefix to the files with the item ID or something similar.
There are also alternative NTFS data streams, but this doesn't seem to be your case.
With the help of alternative streams, for example, Windows understands that the file has been downloaded from the Internet and will issue an additional warning at startup, or will not allow you to open an MS Office document in edit mode.
