Is there any engine for information library?

There is an idea to make such a corporate wiki for the office, where you can conveniently write down all sorts of notes, documentation, etc.
In terms of functionality, I'm interested in:
- A simple text editor with markdown syntax, ideal if like in an issue on github
- Uploading files and pictures, also in the style of an issue on github
- Nice interface, Russian support and plugins ideally.
- Very desirable in PHP
Can anyone tell me if something like this and impressions about the use ?
