In a nutshell: I work in the state. office, for each project we submit reports in accordance with GOSTs. These are hundreds of pages of useless muscles, which are strictly checked, but only for compliance with formal requirements. indentation, terminology used, etc.

The output is hundreds or even thousands of pages of useless and irrelevant nonsense.
Several times I have seen documentation designed in this way, and at times it lost the documentation in the form of the simplest man pages or just more or less intelligible documentation based on comments in the code.
Question: in other areas, the same ass or GOSTs at least give some benefit?

And why do all large companies like Microsoft and Apple document their products without GOSTs and the result is much better than if they spent time on some GOSTs.
