In a nutshell: I work in the state. office, for each project we submit reports in accordance with GOSTs. These are hundreds of pages of useless muscles, which are strictly checked, but only for compliance with formal requirements. indentation, terminology used, etc.

Several times I have seen documentation designed in this way, and at times it lost the documentation in the form of the simplest man pages or just more or less intelligible documentation based on comments in the code.
