You need to install a virtual machine with a poppy and build it locally, for example, this . If you don't like VMware, there are images for VirtualBox as well.

Google “rent Mac online”, there are quite a few.
As a rule, you are provided with remote access to a configured virtual machine or, less often, an iron poppy. Xcode is usually already available.
This is cost-effective and makes sense if you need to do a small one-time job.
If it's constant, you should probably use the advice given here and get your own virtual machine.
