Is there an online service for creating virtual machines?

Good day!
The question may not seem very logical, but let's explain:
Soon I'm going to take myself a small server on which various virtual machines for projects will spin, my computer does not support virtualization, and I need to assemble a virtual machine before buying hardware in order to immediately upload it there , hence the question: are there online services where you can create your own virtual machine, configure it and then export it to the standard VBox format?
If there are no such services, please tell me some other way to solve the problem.

Didn't come across. As an option:
1) We take VMware VPS for a test or for a short period of time
2) We work on it
3) When the server appears, we make a VPS backup
4) Convert it to the VirtualBox format

but in principle it is needed to study unfamiliar files and suspicious sites, windows 7 is available there for free, but if you need 10, then you need to pay money. There are a lot of all sorts of goodies, but most require the purchase of a "premium".
Not suitable for your needs.
