Is there an offline web page editor similar in function to liveweave?

I liked the liveweave.com sandbox. We need something similar, only offline. WYSIWYG. With highlighting, of course, with hints, auto-completion, auto-creation and auto-closing of tags, etc. Please advise if anyone knows something like this.

What the world has come to... Take any IDE and rejoice. You can also take some dreamviewer, you can generally move the squares there. Offline, of course.
