Is there an offline dictionary reader?

Good evening Habr.
Angelic words are not always known and the Internet is not always at hand. Is there any reader with the ability to translate from a local database?

Kindle Touch shows the translation when you hold your finger on a word - very convenient.
Oxford dictionary included. In addition to Russian, it seems to also translate into other languages.

Cool Reader and FBReader support external software - ColorDict, for example. Put them and feed dictionaries.

On my Digma q600 with the new firmware, I got a notepad and an EN<->RU dictionary. In my opinion, there are even variants and examples of the use of words, and not just a translation.
