Is there an LLVM SDK on Windows? Or collect yourself?

I want to practice writing languages, but the trouble is - I don’t see where the SDK for development in Windows is? In *nix it's easy -- install the llvm package and dependencies, and please -- start experimenting. For Windows, I don't see something like that. On the official website, they only offer to download the LLVM or Clang sources. But I do not need their C / C ++ compiler, but a toolkit for writing my own. Most, perhaps, to compile from source?

Strange, CLang llc does not. I used to download the compiled binaries from somewhere, but I don’t remember what exactly from LLVM.org. Versions 3.3 and 3.4 are, for example, on GitHub .
