You need an emulator to run ios applications created in adobe flash and libgdx. In addition to android, I want to try myself with ios, but I consider it premature to buy a poppy, and for some reason hackintosh for vmware go without xcode, I didn’t understand how to install it separately. Are there any options?

No. The ios emulator is available only for OS X. Install a virtual machine with a hackintosh, or buy a Mac.
As far as I remember, xcode is installed from the AppStore in two clicks. Get the AppStore working on a hackintosh (there are some problems with this) and everything will be fine.
